I look forward to reading your book, Van! We need all the help we can get for reprocessing.

The Nuclear Waste Policy Act of 1982 imposed a 0.1¢/kWh fee on nuclear reactors to pay for spent fuel storage at Yucca Mountain. That was terminated by courts when DoE refused to accept custody of spent fuel, as required by the Act. The Nuclear Waste Fund stands at about $48 billion, but the Act explicitly forbids using any of its funds to reprocess spent fuel — but there might be a loophole if it's processed on site. The Act should be amended so that it also allows large-capacity and more centralized processing.

Details in my book "Where Will We Get Our Energy?" Everything quantified. No vague handwaving. 350 bibliographic citations allow readers to verify I didn't simply make up stuff.
